Dash Cam Shooting Video, Legal?

In this video there never is a mention of shooting at a fleeing felon. Is that legal. Not what I was taught. You be the judged. Oh and ya, I would have done the same thing.

	I spent 22 years in the military and joined the Honolulu Police Department at the age of 49. During my time in HPD I worked Patrol, was a FTO, worked traffic as
a motor officer and Community Relations. I retired in 1999. I was involved in a traffic stop shooting in 1994 where I was shot eight times by a driver on drugs with an AK47. I survived and he didn't. Since that time I have shared officer safety in the many talks I have done. Thus the birth of this Blog. If it saves one life it's all worth it. "Be Safe Out There".
