Shoot a Fleeing Felon!

What in the world is it that some police officer, even senior officers, don't understand about, You Can Not Shoot A Fleeing Felon?  It is one of the first things you learn in the academy.  No matter how bad he or she is, you are never going to win that fight in court.  When a felon flees your weapon becomes your radio and your feet.  Use them both!
